THE BUSH administration has stuck firm to its policy of cutting taxes. Most of these cuts have gone to the upper and upper-upper income folks. It’s very obvious here on Mount Desert Island, on the coast of Maine where I live. We are swimming with rich people. Little houses are torn down to build big houses, little yachts are traded in for big yachts: our modest docks have ocean liners bullying up to them.

So they are spending some of this windfall, which is meant to trickle down to the bottom of the heap – and sometimes it does. But as other rich folks squeeze bigger shares for themselves along ...
